If you doubt this, on a system using the default Microsoft VSS provider, create a VHDX-hosted virtual drive and perform an image backup of that virtual disk. But it's not the case that everyone who uses Reflect (or any other image backup application that relies on VSS) has to take steps to manually exclude the pagefile from their backups. Your third-party provider might not have done that. Providers are capable of excluding data from snapshots, and the default Microsoft VSS provider does exclude certain data - including things like the page file, hibernation file, System Restore checkpoints, the Windows Search index database, and possibly other elements. The VSS provider is responsible for preparing the disk snapshot that the image backup uses as its basis for performing a backup.
